The ‘Armed forces Flag Day Fund’ (AFFDF) has been constituted by the Government of India for the welfare and rehabilitation of the Ex-Servicemen (ESM) community. There are more than 30 lakh ESM Including 6.5 Iakh widows and around 60,000 ESM are added every year due to early superannuation. Eligibility of Divorced Daughter of Armed Forces Personnel for Grant of Family Pension As per Ministry of Defence (MoD) letter of September 2015, presently only those children who are dependent and meet other conditions of eligibility for family pension at the time of death of the Government servant or his/her spouse, whichever is later, are eligible for family pension. Accordingly, divorced daughters who fulfil other conditions are eligible for family pension if a decree of divorce had been issued by the competent court during the life time of at least one of the parents. The Government has been receiving grievances from various quarters that the divorce proceedings are a long drawn procedure which take many years before attaining finality. Monetary Allowance for Widows of Gallantry Awards Recipients Recipients of the gallantry awards are entitled to the monetary allowance as per the letter of 1972 of Ministry of Defence (MoD), superseded by letter in 1995 of the MoD, which have been revised from time to time. As per the existing condition for grant of monetary allowance, the allowance shall be admissible to the recipient of the award and on his death to his widow lawfully married by a valid ceremony. The widow will continue to receive the allowance until her re-marriage or death. The payment of the allowance will, however, be continued to a widow who re-marries the late husband’s brother and lives a communal life with the living heir eligible for family pension. Representations were received from various quarters to remove the condition of the widow's remarriage with the late husband's brother for continuation of the monetary allowance.
